These were a lot of fun to make. It took about three weeks to do all of them.
I used balloons and party streamers along with standard glue to layer the balloons. Once they were dry, I used a handheld hole punch and made two holes on both sides of the opening, then used pipe cleaners to make a loop to hang them.
I bought string lights on Amazon and hung them in the corner by my plants in the front room. I tried putting them in my bedroom, but meh. I like them in the front room much better.
